Harry Potter and the Ice Trolls? hehe, just kidding. I don't think I've read the book you're talking about, but I just wanted to add that I hate it when that happens to me. I've probably forgotten more titles at this point than I can remember. If I come across any synopses with your description, I'll let ya know ;)
Yes! That's it! Thank you, thank you, thank you. Now if we could just get them to write three more books for the series...
The problem is that Niven is pushing 70 or more and I believe that he is cautious about sharing a universe which he has carefully developed with too many newbies. I wouldn't mind reading like a anthology of short stories about other races on the Ringworld
Fleet of WorldsJuggler of Worlds
Destroyer of Worlds
Betrayer of Worlds
Fate of Worlds: Return from the Ringworld
The 5 books they have written together, if you are interested in the complete saga.
Ringworld
The Ringworld Engineers
The Ringworld Throne
Ringworld's Children
Ringworld Engineers is all about the other races on the ringworld... risathra?

I am trying to recall the title of a book I read years ago that I want to re-read. This happens alot (until I started using Goodreads !). The book involves an interstellar, space-faring human race. The humans were interacting with several species of e.t.'s and then discovered another that lived under a thick ice cap on a water world. This e.t. race had no real concept of the universe or much outside the ice but had intelligence and some sense of technology. The humans boot-strapped this race into interstellar capability. The interaction between humans and these e.t.'s was not the entire basis of the book. Ring a bell anyone?
Thanks for helping!
