When will it be published?

This volume was suppsoed to be published and on sale in July. Does anyone have any indication as to when it will actually come out? Why it hasn't been published yet or what is refraining it from being sold?

I have asked the bookstore I usually go to (Chapters, Indigo, Cole) when I buy them and they don't have a specific reasno as to why they havenot yet recieved it.

"Librarian's Note: This volume was cancelled due to Tokyopop closing its North American manga operations."
I'm gonna assume that this isn't gonna be published because Tokyopop closed down, though I have heard from other sources that it may be taken up by another company and the 13th and 14th volumes published. Could go either way though, I'm hoping it gets published somehow. It's one of my fave series.
