He is remembering when he killed Lily and James.
He doesn't specifically say that it was Halloween, but on his way to kill them he steals candy from the little muggles trick or treating.
And, no, Halloween is always on the 31st.

Remember when they were at Bathilda Bagshot's house? Harry saw Voldemort's memory of the night that Voldy killed Lily and James. In the memory, Voldy talks about how there was a kid. The kid thought that he was in costume, but he wasn't. (those muggles.....hey, BTW-I made a bracelet and it says 'not a muggle'. I'm wearing it right now and I made one for my friend!)
And also, (just re-listened) it says on their gravestones "Died October 31st"Chick: *sniff* I don't get one? Just kidding, I'm sure it looks great!
There's that awkward moment when you remember how you thought you'd be addicted to Pottermore and on every day...
