Rebecca--I think I remember reading something similar to this a few years ago. Unfortunately, I'm in the middle of packing up my house, so can't go checking my books. If you want to run a scan on my titles, feel free.
(To do that, click on my icon, then select my books, then you can either scan through all of them, or do a compare--but the compare only shows 100 or so.)

Ok, finally broke down and went into my own GR book shelf. I know, I know, who does that, right?
But try Susan Grant (author) I THINK it might have been one of her books. She has several series out, all dealing with various things similar to what you are looking for. There is another writer, but I can't remember her name either that does a similar thing. Sigh, it was so much easier when I could just get up from my chair (with a lot of huffing and puffing here lately--my back has been giving me serious problems from all the packing) and walk over to the appropriate bookcase. . . Yes, I DO have my books alphabetized--by author and then alphabetized by series, with the series broken down by proper "place" in the series. And yes, I DO have OCD. But hey, at least I can FIND my books, right? :o)

Nuts, your description is ringing faint bells for me but that probably means it's one I read the synopsis for and not one I've actually read. Makes it harder to figure out.
How long ago did you read it? Or do you remember anything about how old it might have been at the time? For example if you read it ten years ago that rules out a lot of more recently published books, helps narrow the field.
Do you remember anything about the cover?

Sigh, I know that I read either this exact book or a very similar one. Unfortunately--I can't go check my shelves, since I'm packing up my books. (All the way up to J now.) And "only" 25 boxes thus far.

This one seems like a long shot but, what about Lord of the Storm

or maybe it's sequel the Skypirate

I want to know what this one is too, I think I'll have to read it once it's found.
