How were/are they sold? As a set, or as individual volumes?

If they were originally sold as sets, then I would create a single entry for each set, not for each volume. It has the added advantage of then being possible to combine them with the single-volume English editions.
Books/sets are added here primarily by ISBN, and for those that don't have an ISBN, by the way they were originally sold.
As for covers, put all of them in one image if possible. Most multi-volume collections don't have a page number listed. When they do, it is the total -- or should be.
