Is this a fantasy book with a great love story in it, or a romance book in a fantasy setting?

That's hard to say, since I think it blends the two genres pretty equally, as some of my reviewers have commented. But, I think it would appeal more to the romance fans, so I'll lean toward romance in a fantasy setting.

It does. I wasn't able to tell at first, the cover made it look very fantasy and the synopsis left me wondering too, especially after you listed it as a romance. So thank you for that!! :)
