Alluvial fans occcur anywhere a glacier, river or stream flows and leaves sediment at its base. This can occur at any elevation as long as there is an area where the stream or river flows out onto the land or joins a lake or an ocean, etc...

Mostly Alluvial fans are identified in deltas, which are at what is called the MOUTH of the river. In the US, the Missisipi River Delta is a HUGE alluvial fan that makes up most of the southern part of Louisiana.
