ISBN belongs to another book

I've seen a book with an ISBN which seems to belong to another book. what could this mean?

ISBNs get reused sometimes, even though they shouldn't. Because the system here is set up on the expectation that ISBNs are unique, we have to create alternate editions when this happens.
