Quoting Entire Poems

Is there a stated policy about putting entire poems as a quote? Example: http://www.goodreads.com/quotes/show/...

I'm not an expert, but I think that's a violation of fair use.

I think that violates the copyright of the author. Only those poems where copyright has expired can be posted in full.

Does GoodReads have a stated policy on the quotes page on this? If not, they really need one.
