ABANDONED. YA Sci-fi book!!

I believe the author is an American guy, although he could be British…and I’m pretty sure he isn’t well known…

 Beginning of book, boy goes to bomb dam; either climbed the dam or slid down it, motorcycles, helicopter shoots at him…

 The city he lives in is dying, trashy, has slums, gray, dismal…I think it was an island of sorts.…surrounded by sea (I’m certain about that)

 An Organization has taken over a certain city/world all transport is limited and regulated and screened…

 The teenager boy lives alone after escaping from organization, strong fighter (good at martial arts), and has special abilities (I think. Not like super powers, but more like speed and agility)…has an advanced computer system in his ‘home’…

The problem is I can’t remember the boy’s name, or the organization’s, and I’m pretty sure those were the only names that were continuously mentioned. Most of the other characters came briefly and then left (or probably died)…

 Interesting scene from book: boy is walking through city, passes a kind of open market where they are selling chickens growing in a fluid, without feathers and possibly without heads…

 Middle of the book: tries to figure out how to escape the city/island and go to another place, either an island or a rig, so he takes a…type of jet ski (? Or possibly a boat)

 Towards end, he fights another boy, another experiment, which could be his clone. Doesn’t kill him, saves him, and escapes.
