Do we have them in PA? Yes. iHop more so than Perkins. I've actually only seen one Perkins, and I've never been there.

Did they start in PA? No. I had to look up Perkins, but it started in Ohio. And iHop is a Californian company.

@Meli: Uuuh yeah iHop is mostly known for pancakes, but do have some other delicious food. I wouldn't say Perkins is fancy, but it is more like a homier iHop with less pancake variety
