One bout of the Hunger Games, yes. But then there's the next one the following year. And there's the Victory tour inbetween those. And there's the Capitol enforcing hierarchy within the districts to cause mistrust and killing off people for the smallest sign of treachery or rebellion and they manipulate pretty much everyone, so no, the Hunger Games doesn't end when the last child stands.
