with french pseudonym Lieutenant X http://www.goodreads.com/author/show/...
and german pseudonym Leutnant X
http://www.goodreads.com/author/show/...

Should all three join as Vladimir Volkoff ?

I suggest not merging any of them, but adding Vladimir Volkoff as an author on each of the pseudonym-published works. As primary, if they have editions that want combining.
