The main character was I think in his late teens. All watches stopped at the time of the "incident " ( which I believe happened at 3 o'clock Pm) and there was an older male character who had a chow dog. Any thoughts?

Well, there was a movie called "The Day the Earth Stood Still" (1951) where all technology stopped. I couldn't find a book version of it, though...
I think this is the book Ariel: A Book of the Change, all the clocks stopped at 3 pm, and one of the older men who created a safer spot in the new world had chows as guard dogs.
The name of the book is, Ariel, by Steven R Boyett. The older man with a chow was Malachi.
