The three book series called "Trade Pact Universe" starts with Julie E. Czerneda’s 1st novel “A Thousand Words for Stranger” (1997).

This book, and the two that follow, take a unique look at the star-crossed lovers theme and place it in well thought out worlds and beautifully structured societies. An easy and enjoyable read.
