It means the programmers aren't following any "best practices" and basically make stuff up on the fly.

That, by the way, is known as job insurance for testers.

Interesting. Seems like the programmers here do make a fair number of mistakes and I am often seeing formatting inconsistencies. There was one recently where members' last names were being revealed at one place on the site (members who thought their last names were being kept private), but not at other places. If you read through the Feedback group you'll learn about a lot of other examples.
