ABANDONED. A children's book, boy looks into garbage chute

...haunting me these 30-some years.

The book itself was about five inches square, hardbound in blue, and probably published in the early 1960s.

It was about a little boy who lived in an apartment building. The illustrations -- in ink? -- included a picture of the boy looking down a garbage chute.

Without hypnotic therapy, that's all I can remember. Help? Please?
