There's a book I read when I was young (before I had the benefit of Goodreads to track my reading habits) and I've been going crazy trying to figure out what it was. Here's what I've got to go off of.
It's young adult scifi, at least say... fifteen years old.
It takes place on another world, one ruled by an alien species. The main characters are one of the ruling aliens, a female, and her two (I think) human friends.
The natural form of the alien species is non-humanoid, but they undergo some process that allows them to take a human-like form. The giveaway is their eyes. I recall them being giant, glowing cat eyes that are dazzling to humans. She spent a lot of the time running around in sunglasses to disguise herself.
The book starts and ends with the same scene. The alien is with her human friends when she sees a flash in the distance, and starts running towards it. Her human companions yell to her, "Where are you going? Are you coming back?" She narrates, "I do not answer them, because I do not know."
