Sci-Fi: British scientists figure out how to shrink people

A friend of mine is trying to locate a book that he read when he was in Grade 9 in 1981. He does not recall the name or author of the book but says it was a science fiction novel that took place in Britain. It was about a group of scientists who figured out how to shrink people. Each generation of shrunken people would then make the tools required for the next smaller generation until there was a fully functioning generation of people that were the size of insects.
