This is the second time i have posted this first was in 2013. One running themes from replies last time was aliens. there are NO aliens in this book at any point!
This book i read roughly 10 years ago, it must of been post 2001 as it includes the 9/11 attack.
The book was actually a trilogy I believe although could be wrong.
I read the book on a palm pilot (mostly during maths?) so e-book format and it was a free download from somewhere.
The book was likely aimed at adults as it briefly covers sex, drugs and suicide.
My recollection is fairly hazy so i will go for a bullet point style from here with as many facts and story line parts that i can remember.
The book was based between both a new earth civilisation and earth, the new civilisation was founded millions of years in the past after an accident on a new colony ship folded space and time but caused the ship to appear millions of years in the past. From here the civilisation was founded and built into a brand new civilisation becoming far more advanced than earth in the present day (2001 ish).
In this new civilisation specific engineered drugs are socially accepted and widely used, often in wild parties where married people embrace a "swinger" life style where sociable sex is the norm.
The main characters name I can not recall, he did not enjoy the societies freedoms as most although held it against no one, his wife would often hold these drug and sex parties but he never really got involved.
One thing that stuck in my mind that is more setting the scene is the following. One day in preparation for one of the parties his wife sends him to the shop with a list of food and drugs for the party, and walking home he meets a drug addict begging for food. Any who were able to become addicted to the drugs were stopped from having them by removing there access to money and therefore drugs so the man gives him some form of wafers from the shopping.
He was some form of agent who spent ALOT of time on earth although i cant quite remember what their purpose on earth is though i am pretty sure it wasn't particularly sinister. They used industrially produced diamonds of excellent quality from their own world as a way to obtain currency in america.
Plot lines from here onwards
He was obsessed with his ancestor from the original colony ship who was originally of Japanese decent so became enamoured with current day Japanese objects/lifestyle ect (it was all based in america though)

Against his mandate and rules fell in love with the granddaughter of his ancestor (weird I know) And saved her from a bath suicide in her apartment (something to do with a university too) Eventually he realises from records she will die in the 9/11 attacks rescues her and brings her back to the new civilisation. Causing a lot of trouble but ultimately getting away with it.
From here it gets really hazy,
But essentially he gets back to earth as an agent and I think at some point the woman he saves becomes an addict to the drugs.
This is pretty much all I remember with out risking writing a brand new book loosely based on the original!
