I didn't understand what was going on with Frank at all? What was his relationship with Tony? Why is he still around at the end?

I was wondering if anyone else saw a minor plot- hole at the end with regards to Frank? How were Frank and Tony linked together to the murders, I mean, were they even linked at all or did Frank just want to kill Lenny and Freddie out of his murderous nature? Perhaps I'm being really stupid and have read over something really significant but this is driving me crazy!!
