Is this a requirement now? Previously I could provide a cover image, and it would be accepted without having to scan this page as well.

Thanks, now done.
Each situation is different but librarians should always confirm an image is correct for a specific edition. Unfortunately not all users are aware of the need for accuracy and sometimes errors are made.
