Possibly Michael Bird-Boy?

Sent Stella a PM. She hasn't been active since April, so no idea if she will respond or not. If no response, the next Mod to read this can move it down to Abandoned.
I read it sometime between 1981 and 1986, but we did a lot of second-hand shopping, so it was likely published earlier than that.
It's about a boy who is wondering where all the smog is coming from. He finds these little "puff mushrooms" that give off smoke when you step on them, but he doesn't think that would cause enough smog to fill the sky. Then he goes up a mountain and finds a dragon in a cave who is smoking 50 or more cigarettes at the same time. I think he convinces him to quit or something.
I remember the colors being subdued (perhaps watercolor?) with a lot of white space and gray "smog"
Anybody have any ideas?
Thanks.
