Just to double check, in this case the page is blank except for the number 456. Would that override the “blank pages” rule? I probably wasn’t clear in the original post.

I did understand that, and no I wouldn't count it. Just like Carol :)
Not that it is in any way very significant, in my opinion, but:Librarian Manual: Book edit page – number of pages:
Page numbers should match the page numbers as listed in the book.
I.e., 456 it is, the way I understand it.
Since page 456 has no content other than the page number, we would not count it. Page count is 455 in this instance.
This is to anybody's interpretation as of now, as statements in Librarian Manual (link above) contradict each other:The number of pages in a book is meant to include all content except for advertisements and preview chapters for other books.
vs.

No it isn't.
The second sentence is followed by an example which should be taken into account.



I’m adding the page count for a book on Goodreads. The last numbered page is 456, but page 456 is completely blank and page 455 says “The End.” There is nothing after page 456, no author notes, no about section, no extras. Should I still count that blank numbered page as part of the page count or only count up to page 455?
