We were torn with this one but sorry, it's a no, because he is an American citizen (since birth) and resident in the US, although doubtless a Ghanaian citizen too.

Military rule in Ghana ended in 1992, so he has been living in the USA at least that long.
We wondered if he would qualify for Young but haven't been able to find his date of birth. If you can find it and he's 50 or under, let us know, but from what he says in that interview, I think he is likely over 50.
