Which voice: is it First ("I"), Second ("You"), Third ("He/She"), or somewhere in between?

Hello Peoples!!

I am currently reading this book and I am trying to decide what voice is this. Here is the first couple of sentences.

"On the corner of Lenox and 135th Street, stood a deadbeat town with deadbeat folks looking for a deadbeat time. The only sign of life for undead folks was at Jimbo’s hamburger palace, where you could be an American hero."

Any suggestion?

It's third person with the colloquial but technically incorrect use of 'you' where it should say 'one'.
