Book flagged a not valid?

Book is marked as "This is not a valid book and cannot be rated or reviewed." Is this correct? It seems to meet all the catalog criteria, seeing as it is an official, published book.

It was identified by another librarian as a duplicate, but I don't think it was handled correctly. I asked in the super-librarian folder about this.

I corrected the edition and it is now available. I am not sure why some other librarian thought setting it invalid is a good idea.
