Again, EGO is the subject in this verse; this addresses how to treat 'underlings.' Don't rule by fear or intimidation. A good leader lets his/her 'underlings' develop confidence and feel that they are doing things right not because they'll be abused if they fail but because they want to take pride in a job well -done...
Right. The most enlightened people I've met (leaders in their own right) are not caught up in ego. And they spread their light not by preaching about it, but just by being it. You leave their presence feeling like that kind of light is possible in you.
And I never thought about this passage applying to God/Goddess/The Universe/The Divine (what word do you all use?) before, but you could read it that way too.

Next comes one whom they fear.
Next comes one whom they despise and defy.
When a leader trusts no one,
no one trusts him.
The great leader speaks little.
He never speaks carelessly.
He works without self-interest
and leaves no trace.
When all is finished, the people say,
"We did it for ourselves."
