If this turns out to be the book you're looking for, come back and tell us that we were successful in our guesses. Tenhnologically advanced Dinosaurs with advanced plastics and time/dimension travel and human slaves.
I don't remember too much about it do to only being in my early 20's and having read it about 10 to 14 years ago.
I want to say that the main focus of the story was the taking back of our Earth, or of fighting as rebels against the dinosaurs. I honestly can't remember anything else except a single scene describing how humans worked towards exploring space, and the Dinos worked towards exploring time/dimensions.
I believe there might also have been some brief descriptions of nudity. I don't think there was anything explicit though.
It would probably have been either YA or Adult, Sci-Fi, dead tree format,
