According to the librarian's manual: Replacing or removing the cover of an existing edition is in violation of Goodreads policy.
However, another librarian recently created an edition of a forthcoming book but used the wrong cover for the edition. The publisher has provided me with the correct cover; however, the rules say I can't change it. On the other hand, I can't create a new edition because the ISBN number is already correct for the edition with the wrong cover.
Incorrect covers can be replaced, but only if you are absolutely sure the cover was never used on that edition. A book/edition with same ISBN and other details is often published with different covers, newer editions with a different cover are added as 'alternate cover editions'
