Apologies for the late reply. This is an "expanded edition" of the original Tom Bombadil title that includes extensive commentary on the poems by Scull and Hammond. Only about 80 pages of this edition is the book as Tolkien wrote it, the rest is a new introduction and commentary by Scull and Hammond, where they discuss the history of the poems, including showing any earlier versions that are available, and Tolkien's inspiration for each poem. Their work here is similar to Christopher Tolkien's work in editing and publishing his father's posthumous material, or to the 2024 box set The Collected Poems of J.R.R. Tolkien, also edited by Scull and Hammond.

Additionally, while I realize it does not justify the information on this edition, other editions of this title do list Scull and Hammond as editors. The 2024 HarperCollins edition with ISBN 9780008700195, which is the same content just published under a different imprint, is one example.
