The Hurricane Wars
It might not be satisfactory in the dragon department, BUUUUUT it does in fact have dragons

Zodiac Academy series (romance is a subplot) so I’m not sure if you will enjoy or not, but it is my favorite books ever book series ever. It does have dragons, werewolf’s, vampires etc and shifters.
Go Hex Yourself (Hex series; currently only a duology; not sure if it’s completed or not)(witches and potions; no dragons)
Fourth Wing (Empyrean series; incomplete)(lots and lots of dragons) loved this one too.
