Book order in Lady Astronaut series is incorrect

I noticed that in Mary Robinette Kowal’s Lady Astronaut series, the short story In the Moon’s House is listed as book 4.6, but it should be 1.1 (or at least 1.something). The story line and the date of the epigraph clearly places it between the events of book 1 and books 2/3.
