As far as I know making a list static does require a superlibrarian. It used to be anyway.
Looking at the Help page for (Super)Librarians, it was updated yesterday and doesn't specify any more what exactly Superlibrarians can do.

It was changed to this meaningless sentence:
Superlibrarians can make added changes on Goodreads, such as removing and editing specific quotes and book details.
