Those editions are not duplicates; the covers are different. There’s a librarian note indicating they are ACEs. One has the old cover, and the other has the new cover.
The series didn’t exist, so I created it: https://www.goodreads.com/series/4008... Series have to be created manually; formatting a series title does not create a series.

There seems to be duplicate editions of Her Royal Secret| - Book 1 in the Voltaire Pack Rising series by Lindsey Devin. Neither edition contains the clickable series link under the title, although they do both contain the same number of ratings and reviews. Books 2 and 3 also don't link to the series.
