LOTR series is misnumbered

I see The Fellowship of the Ring is Middle Earth #1, followed by The Two Towers as Middle Earth #3, and Return of the King as Middle Earth #4. Shouldn’t the latter two books be #2 and #3? Or, alternatively, The Fellowship of the Ring could be #2 if the series is meant to include The Hobbit as #1. But currently, #2 is skipped over.
