Help! Trying so hard to remember this book

First chapter opens with two lab techs counting virus vials; one gets a call from his mother who forces him to sneak out and go pick up his brother who just got out of jail. The lab guy picks up his brother, but has to stop for gas, and his brother sees the vial and DRINKS it; of course becoming very sick and it spreads....
Read this book in the late 1990s; a fast paced action story. I thought it was STATE OF FEAR by Crichton, but I just bought another copy and it's NOT it! So now I'm on a quest to TRY to find this book! I sort of remember the rest of the book was about terrorists trying to place a bomb in the ocean by LA/Hollywood to create a tsunami to get more fund raising money...

I know it's late but it sounds like it might be "Next" by the same author. I vaguely remember the first part about the lab tech having to sneak out.
