In the Librarian Manual it says "Serialized, web-only editions that have been subsequently published as completed works" are allowed, does this mean those serialized editions (webnovels) are allowed if there are subsequently published complete works (ebooks), or are only the latter allowed?

Apparently books only available via a website that requires registration are not allowed, does this include regular bookseller sites such as RIDI, Kyobo or Yes24? I'm assuming this only applies to exclusives that are sold on one site only but books broadly sold across multiple bookseller sites are allowed?

Concerning your question, I personally avoid dealing with webnovels, so I'm not sure about what I'll say.
To me, what makes sense is only adding the subsequent ebooks.
But reading the excerpt you quoted, it seems that the original webnovel is eligible too to be added to GR.

This seems to indicate that completed webnovels sold on bookseller sites can be added but unless they're also the publisher as per the Librarian Manual (e.g. RIDI's publishing subsidiaries), book data has to be taken from other sources e.g. https://www.nl.go.kr/ or from purchased copies of the book.
On another note, how would you guys feel about a dedicated folder for Korean language requests in the Foreign Languages section?

As you can see in this thread, there aren't a lot of korean language book requests, but most of those end up at the end of the list.
There are other librarians helping with korean requests, but they are not very active, so, any help would be welcome.

The Librarian Manual lists
"Webcomics (unless published in individual volume(s) in print or as ebook(s))"
as a non-book item so they can't be added:

It doesn't say webnovels, but given that Goodreads doesn't care whether the contents is comics, graphic novels, or just texts as long as they are books, I don't think the contents matter. But as you can see, the problem is, Korean webnovels are so popular and their sales even exceed the normal books at this point so we are getting so many requests to add them.
Another problem with webnovels / webtoons are they often don't have a record in non-bookseller websites. I heard Ridibooks is allowed when the publisher is a subsidiary of Ridibooks, but most of the webnovels are not from those publishers.
Unlike webnovels, ebooks published based on webnovels should be eligible to be added, but mostly they don't have records in a non-bookseller websites either. Also, even Ridibooks usually lists a single ISBN for the whole ebook series, making me wonder what the individual ISBNs for each of the books are.
But still there are many webnovels and webnovel-based ebooks already added to the GR database and I don't want to oppose or remove them or anything. I mostly think GR librarian manual is kind of outdated at this point and needs some revising wrt web novels.

I found that many webnovels and ebook editions of them are recorded on the 국립중앙도서관 ISBNㆍISSN 납본 시스템 site (nl.go.kr/seoji), I requested that it's added to the list of approved sources:

It's a bit tricky to navigate at first, there is a search button that doesn't work, but if you expand the menu (three lines) and then insert the ISBN in the search bar there, it works.
If we could direct people there, it would solve 90% of the valid requests, otherwise I think a short explanation about what's needed or reason for rejection would be nice.
But yeah agreed that the manual is not ideal in its current form.
Edit: The search also works for title and author

National library of Korea (https://www.nl.go.kr/) is already in the list of approved resources, so I think it's fine to consider https://www.nl.go.kr/seoji already approved given that it is from the same website. That website doesn't seem to have cover arts either though, like the main library website.
Whether webnovels themselves can be added or not is still up for debate though. (To me the Librarian Manual seems to say they can't, but other people have different opinions)

Also, I often refer to two more public book databases (i.e., non-bookseller sources):
1. https://bnk.kpipa.or.kr: Database run by a government branch, 문화체육관광부 Ministry of Culture, Sports, and Tourism (MCST)
I requested for the addition of this site of the "official" approved sources months ago (https://www.goodreads.com/topic/show/...) but received no replies. I'm using it anyway; the National library website's info alone is just too limited (e.g. it doesn't have book covers).
2. https://kobic.net: Database run by Korean Publishers' Association.
Unfortunately these two databases don't have ebook or webnovel info.
I also check publishers' websites myself when adding books.

Under "Acceptable sources for covers and book data" it says
"Other valid cover sources
An individual user's scans or photos, taken of books they own or have in their possession
A screen capture of an ebook cover for that specific edition", I think this is very helpful.
As for webnovels, under "Valid book records" it lists "Serialized, web-only editions that have been subsequently published as completed works".
I think this describes webnovels, from what I understand this would mean they're not considered webcomics. I wish the language wasn't so ambiguous and give concrete examples for clarity.

It's difficult to check without knowing Japanese. The linked source is the Japanese publisher's site, personally I couldn't find any Korean sources for the book.

Question about webnovel format:
Should the format be set as "webnovel" via "Other", or as "ebook" with the edition as "webnovel"?

It didn't occur to me that, although the book was (also) korean, it could have been published in Japan, making it dificult for a non-japanese librarian.

Could someone confirm this based on the Korean title and author name on the covers? If they are the same, which English version of the author’s name should be used as the primary author? The Polish version uses Kim Sun Mi, the Indonesian version uses Kim Sunmi, and Amazon lists it under Kim Seon Mi. (There’s also Kim Seon-mi in the database; is this the same author?).

Generally Goodreads only allow works that have been published, in some form or another. Webnovels are usually something that is ongoing and changing, such works are not permitted. There are also requests to add chapters - this is also not allowed. And the most common source for such works is an online site where you can read a couple of chapters for free, and then you need a subscription. Also not allowed.
However, if the work was completed and it was published in some form, if it is for sale, if the number of pages is known, it is possible to consider an ebook. Typical example for allowed webnovels and comics is Kindle format. When the work was finished, formatted and added on Amazon. The assignment of ISBN to an ebook can also be considered confirmation of the publication.
There are many discussions on this topic in the group. And most often the answer is unclear, because the librarians are not personally familiar with the specific work. In the case of the Korean language, it is almost impossible to understand without knowing the language.

Yes, I'm not considering unfinished webnovels, only finished and published works. The issue is that it's difficult to find approved non-bookseller sources, e.g. the National Library of Korea's ISBN/ISSN registry has records of many webnovels but no covers and afaik covers from bookseller sites aren't allowed unless they're also the publisher.

They're the same name with slightly different romanization, the first is Korean name order, the second Western name order. I also added the name in Korean script.

It seems that this book was originally published in Korean, but I couldn't find the author or the other editions in the database. Could someone check if the original edition or author is already present in the database under the original title/name, and if so, combine them?
