How to properly add ISBN to book records

I have a question about how to add an ISBN to a book record that already exists in the database with an ASIN (but without an ISBN). 

According to the current policy, records that have an ASIN cannot be added with an ISBN, and we should avoid adding ISBN data to duplicate editions of valid book records. 

Does this mean that, in this case, the edit request should be processed only by the superlibrarians or staff? If not, how should librarians proceed?

I have encountered this issue too. In the past I have put the ISBN in a librarian's note on the record, but this does not seem sufficient because it isn't searchable for users.

I usually ask support to add the ISBN, provided the entry is not a duplicate.
