Given what they knew about Brooke and the fact that no older sister had been introduced by the parents, I think they should have checked with the parents before allowing her to leave. There should have been a list of people who could check her out. Based on their negligence and the events that followed, the threats seem pretty appropriate.
The school screwed up when they let Brooke's "sister" check her out of the school without calling Brooke's parents for approval. Sam was right to threaten the school with legal action.
The school was definitely in the wrong here and they knew it. Patents trusted that school and spent a lot of money to ensure their little problem kids wouldn't escape the place. Sam was right to threaten them.
I find it impossible to suspend my disbelief here. A school specializing in problem kids would not allow anyone to just walk off with a student. There would be strict guidelines and the student's guardian would be called for confirmation. It is ridiculous. Sam was well within her rights to threaten and if this were real life, the family should sue.
