I know every edition have separate ISBN and all reprint have same ISBN of specific edition. But I see many books have same ISBN in later edition. When I trying to add the book ISBN is already added before (some case not added). So there are miss match some information like page number(little deference 1/2 pages I consider as mistake but big deference like 20/30 pages I am not sure mistake or not), published date, edition number(some may have not distinct between edition and reprint). So in spite of have same ISBN book in my hand I confused to edit or add new one. In such cases what can I do?

Most situations you describe are most likely not reasons for a new edition. But they are reasons to check the details in the change log, what their source is and if they follow the policies.For example, a large difference in number of pages could be that it came from a rough estimate by the publisher before publication. Or the book has a part we don't count here, such as a preview of an other book.
Perhaps you can give an example of a book with an issue you found.

3. I have a book with same ISBN but it Published as on copyright page is 1969, 15 reprint 2019, pages 128. All are same book of a nove.

1. https://www.goodreads.com/book/show/4... (here published, pages 104, edition 3rd, with ISBN
2. I have same ISBN book with 1st published 2001 by this publisher, this edition published as 3rd edition 6th reprint in 2019, pages number 118 (as on copyright page).
In such way I found many book have same ISBN but Published date, page number and edition number different.

So I can update the page number and edition to recent edition.
