Can anyone explain the ending to me?

Prerit I finished this book yesterday but kinda confused about the ending. What happened to Marcus. How did Whalen died instead of Charlie? If Charlie had actually "killed" Whalen then why wasn't he arrested?

Does any had any trouble grasping this ending too?
