That depends on the source of the scan. Fan scans are obviously not valid. But if the author or publisher have made the scanned PDF available for free on the Internet, or they have given permission to a specific organization to make that scan available, than that ebook edition is valid. In the latter case, I think specifying the source in the description, such as "scanned PDF from the author's website", is helpful.

According to the latest policy update, short stories (and presumably plays as well) that were never published separately should be marked as invalid. Done.

I removed the invalid cover and merged the resulting empty edition with the default edition.
