Fanfiction not complying with catalog guidelines?

Hello,

I am trying to understand why this work is flagged as in noncompliance with the catalog guidelines:

It is a fanfiction piece that is available to the public on AO3. It does not require that users create accounts before accessing the work. Can someone help?

Unlike traditionally published books, fanfiction can be removed (or made invalid) at the author's request. There's a librarian note here from an administrator indicating that that is what happened in this case.
