He is playing God, manipulating people supposedly in their best interests. His character is changing over the series and he is very different from the person we met in Return to Me.
There's a softer, more humane side of him emerging, definitely because of his relationship with Samara. He hired people who had similar, damaging backgrounds as him. I think he wants what's best for them, especially if they've got a chance to have a fuller life.
Loriidae, I agree with your comment above. I hope Noah gets reined in [either by his own self-control or by Samara], that he doesn't change too much in thinking he knows what's best for his LCR colleagues. Of course, things did work out here.
I agree with you, Jonetta - I think he's gotten softer with his feeling and wants his people as happy as he is. I think while he orchestrates all of this it is really up to the couple themselves if they fit.
