I bought this First Edition (kindle) from Amazon in 2012 and still have in Amazon Library and have access to via Amazon, Kindle, etc.
Why is this "This item does not meet our catalog guidelines and can no longer be rated or reviewed."?

Unfortunately bots are marking valid editions as Invalid.
I've changed both back to Public. The book pages can take some time to show the update.
