Kindle edition and ebook with the same ISBN

Hello,
Is it possible to have both an ebook edition and a kindle edition of the same book if they share an ISBN?
According to the librarian manual: "Kindle editions with ISBN numbers should be listed as Kindle editions (some Kindle editions will have both an ASIN and an ISBN)."

However, the ebooks in question are sold in places other than amazon, and ebooks from other retailers do not have an ASIN.
Previously it was possible to add a new edition with the same ISBN, but now I can only add them without any ISBN or ASIN.

1. If the ebook edition doesn't already exist in the database, create it. Leave the ISBN fields blank.

2. Open a Support ticket asking for the ISBNs [specify the numbers] to be moved from the Kindle edition [provide the link] to the ebook edition [provide link].

3. I also provide the link to the publisher site (or whatever) showing the ISBN for the ebook so Support staff can verify the numbers.
