Adding a book before release

Can a book I've written be added prior to the issuance of an ISBN number if the publisher has given me a firm release date and a cover?

I have no idea how to add it myself, and linking around is confusing me. Where do I go to do it? I read the instructions on what is expected in the fields when I add a book, but there was no link to actually get there to do it. Where is it?
