Hello so I read a book about 3 and a half years ago that was set in a world where there’s a city and below it there’s like a hellish city and the humans live above ground but the demonfolk are forced to live underground in poverty. It centers in this one priest cop dude whose half-sister is one of the demonfolk and how he falls for this one demonfolk guy who’s wanted by the law. I keep trying to find it but can’t seem to.
