Hey Faiza: It isn't really an application process or anything quite so formal. My PA keeps a running list of readers who are interested; as one readers drops off, the next reader on the list is added.

I'm in the process of revamping the "Always ARC list". The best way to secure a spot is to consistently review my books both here (on Goodreads) as well as wherever you purchased your copy (so, Amazon, B&N, etc.)
I'll be posting a sign up form here soon for people who are interested; but since the spots are limited, those individuals who already consistently review my books will be more likely to make the final cut.

1) What is it?
It's a list of authors, bloggers, and readers who will 'always' receive an ARC during any given calendar year. This means, the list changes from year to year. Those people on the list in 2014 may not be on the list in 2015
2) How does an author/blogger/reader get on the list?
A) Authors: Generally speaking, if an author wants an ARC, I give the author an ARC. I feel like this is professional courtesy. (However, I reserve the right to not send an ARC at will)
B) Bloggers: Most bloggers who have listed one of my books on their favorites/top ten list(s) for the previous year will typically be included on the next year's ARC list. E.g. Smokin Hot Book Blog named Beauty and the Mustache as one of their top 10 books for 2014; therefore, they are on the 2015 always ARC list. (However, I reserve the right to not send an ARC at will)
C) Readers: Over the past 2 years I've selected a very small number of readers (10) who usually enjoy my books (but not always, and that's okay-- because I value honesty), who leave a thoughtful review on goodreads and Amazon, and who typically/consistently write status updates/leave comments/etc. while they read my books. Hopefully for obvious reasons, this part of my always ARC list is limited to 10. If a reader drops out, then I replace the reader with a new person.
(However, I reserve the right to not send an ARC at will)
3) Purpose of the Always ARC list: I find it's important (for marketing purposes) to have a list of early readers who I can count on for honest/trusted reviews. This raises (early) awareness for my books on Goodreads, social media, and word-of-mouth. I'm not ashamed to admit that it's 100% about following a good marketing plan.
